When Premiere Pro is opened, a box will appear. In the upper left-hand corner, there are options to start a New Project or to Open Project (a preexisting project).
If New Project is selected, a Project Settings box will open.
The first tab displayed is the General tab. This is where the Renderer selection is made.
The Renderer plays video and generates previews.
It is advisable to select the Renderer that is Recommended. In this example, it is Metal.
Once the new project is started, simply go to File > Project Settings to navigate back to these settings at any time.

The second tab displayed is Scratch Disks.
A Scratch Disk is space dedicated on a hard drive for temporary storage of data. Scratch Disk space is only for temporary storage and cannot be used for permanently backing up files.
To select a space for the Scratch Disk, go to Location and click the Browse button in the upper right-hand corner of the box. Select a folder on either the computer hard drive or an external drive. This selection will populate all paths in the settings. It is not necessary to choose different folders for all various options.
Once the new project is started, simply go to File > Project Settings to get back to these settings at any time.
